Hector Guerra: With more than 35 years of experience, Mr. Guerra has managed and facilitated numerous land use planning projects and CEQA and NEPA environmental review documents. Mr. Guerra serves as the Chief Planner of Tulare County’s Environmental Planning Division. Mr. Guerra holds a B.A. in History and a minor in Geology from from California State University, Fresno. He has also completed a Masters of City and Regional Planning at the same institution. His CEQA experience includes preparing and/or reviewing for adequacy every type of CEQA document as needed for the full range of discrepancy permits issued by the County of Tulare – to include full in-house Environmental Impact Reports. In addition, he has reviewed and commented upon the adequacy of a variety of CEQA and NEPA documents on behalf of local lead agencies, including Tulare County and the City of Visalia, as well as private sector interested individuals, on behalf of both the Tulare County and the San Joaquin Valley Air Pollution Control District.
